With the improved technology, health, methodology of research and better life style in Taiwan, application of evidence-based medicine (EBM) or evidence-based healthcare (EBHC) to provide patient-centered care has gradually recognized by healthcare providers as well as the publics. To strengthen evidence-based practice among policy makers and healthcare workers, and timely updating knowledge are critical issues in promotiing EBHC. Objectives: This 2-year project aims to provide evidence-based electronic database of EBHC along with EBHC education programs. With the establishment of evidence-based knowledge platform,we are working for the enhancement of knowledge application, EBHC serach skill and systematic review for policy makers and healthcare professions. Methods: We will continue using Cochrane Library, an international well-known evidence-based electronic database, as our intervention tool to promote EBHC in Ministry of Health and Welfare (MOHW), its affiliated agencies and hospitals. Multiple promotional interventions and competition will be carried out including educational activities, literature searching and EBM competition, innovative EBHC poster designs. The strategies are to integrate EBHC knowledge and practice in continuing education for all policy makers and healthcare professionals, and to enhance EBHC culture nationwide. Besides, we will assist collecting full-text articles and literatures related to emerging health-realted issues in response to the need of MOHW policy. Results: We expect to provide free Cochrane Library access for MOHW, its affiliated agencies and hospitals. Six EBM related conferences and an EBM competition among MOHW affiliated hospitals will be organized. Other multiple educational interventions such as knowledge translation and EBM promotional activitis will be designed two times per year. To facilitate this project, we will form a task force meeting regularly to proceed this project. Besides, for reducing language barriers, we plan to translate 70 plain language summaries of selected new Cochrane systematic reviews. In response to emerging health- and welfare-related issues, we will retrieve related full-text references and translate abstract to assist MOHW policy decision-making.
